Today, Governor Mark Dayton announced the appointment of Ms. Joy D. Bartscher as a District Court Judge in Minnesota's Second Judicial District. Ms. Bartscher will replace the Honorable Dale B. Lindman who retired earlier this year. This seat will be chambered in Saint Paul in Ramsey County in Minnesota’s Second Judicial District. 

Ms. Bartscher is an associate attorney at Rogosheske, Sieben & Atkins, P.L.C. where she handles criminal defense, personal injury, family and other general practice matters. Ms. Bartscher also conducts a high number of pro bono services and has received recognition for these services, including selection as One of the 100 William Mitchell Alumni Who Made a Difference, and an Award for Direct Legal Service from MN Justice Foundation. Previously, Ms. Bartscher served as Executive Director of the Neighborhood Justice Center, Inc. where she tried numerous cases, and was an attorney with a small insurance defense firm. Ms. Bartscher received a B.A. in Social Work and Spanish from the College of Saint Catherine in Saint Paul in 1982, and a J.D. from William Mitchell College of Law in Saint Paul in 1986.

With her bilingual background, Ms. Bartscher has maintained an active role in the provision of court interpreter services. She served as an interpreter with the United States Department of Justice, has trained numerous interpreters and was a member of the Supreme Court Interpreter Advisory Committee. She is also a past president and board member of the Riverview Economic Development Association, a Board Member of the MN Hispanic Bar Association, and was a member of the Project Remand Board of Directors. Ms. Bartscher resides in Saint Paul.

Minnesota’s Second Judicial District consists of Ramsey County.
