Dakota County Court Appointed Counsel – Parent Representation in Child Protection Matters

Request for Qualifications
The First Judicial District-Dakota County District Court, in conjunction with Dakota County Administration, seeks to appoint an attorney to provide mandated legal defense services in representing indigent parents in Child Protection Matters and/or other legal matters involving potential loss of liberty and which legally require the appointment of counsel.

Qualification minimums
Attorney applicants must meet the following minimum qualifications:

  • Meet the qualifications pursuant to Minnesota Judicial Council Policy 604
  • Hold malpractice insurance with a minimum of $200,000 coverage per occurrence/claim
  • Court authorization to confirm standing with Lawyers Professional Responsibility Board
  • Ability to file documents electronically

Incumbent must qualify and register on the State Qualified Child in Need of Protection or Services (CHIPS) Parent Attorney Roster. The current county contract rate is: $3,500 per month for hearings held on Wednesdays and Fridays and $100 per hour for Trials, appeals, Family Dependency Treatment Court and Emergency Protective Care hearings held on Mondays, Tuesdays, and Thursdays. Court hearings are held at the Dakota County Government Center in Hastings, Minnesota and also remotely through
