State Court Administrator's Office

Working under the direction of the Judicial Council, the State Court Administrator's Office (SCAO) provides leadership and direction for the effective operations of the Minnesota Judicial Branch as well as central administrative infrastructure services. This includes finance, human resources, technology, court services support, research and development, public information, education and organizational development, legal counsel, and intergovernmental relations. The State Court Administrator plans for statewide Judicial Branch needs, develops and promotes statewide administrative practices and procedures, oversees the operation of statewide court programs and strategic initiatives, and serves as a liaison with other branches of government.

The State Court Administrator’s Office is organized into an Executive Office and six divisons: Communications, Court Services, Education and Organization Development, Finance, Human Resources, and Information Technology.

Sue Dosal,
State Court Administrator

Sue Dosal serves as the State Court Administrator of the Minnesota Judicial Branch.  She was appointed to this position on July 16, 1982. Prior to her appointment she served as Senior Staff Attorney for the National Center for State Courts, Deputy State Court Administrator for the state of Florida, Staff Director of the Florida Legislature’s Joint Select Committee on Judicial Personnel, and staff associate at the Institute for Court Management.

 
Jeff Shorba serves as Deputy State Court Administrator for the Minnesota Judicial Branch.  He oversees all of the administrative divisions of the State Court Administrator’s Office, including the areas of finance, information technology, human resources, court services, and education and organization development.  He is also responsible for oversight of staff in the areas of internal audit and facilities management for the Minnesota Judicial Center.  Mr. Shorba also serves as a member of the Minnesota Judicial Council- the administrative policy-making body for the Judicial Branch. Jeff Shorba

Throughout the Judicial Branch, innovative business techniques and new procedures are constantly under evaluation for possible introduction at all levels in order to improve efficiency and effectiveness and to make courts more accessible to the citizens of Minnesota.
