Ramsey County Courts Announce New District Administrator

The Second Judicial District consists of Ramsey County and its offices are located in downtown St. Paul.
As district administrator, Dease will be responsible for allocating judge time to counties, administering the district’s case flow management plan, implementing jury management practices, acting as the final authority on hiring and discipline for various positions within the district, and otherwise supervising and coordinating court operations. He replaces Sue Alliegro, who left in August to become the Deputy Court Administrator in Fulton County, Ga.
“The more I learn about Ramsey County, the more impressed I become with its judges, managers and court staff,” Dease said. “It’s going to be a real pleasure working in such an efficient and streamlined district.”
Judge Lawrence Cohen, Chief Judge of the Second Judicial District, said he looks forward to having an administrator in the district again. “We’re waiting with outstretched arms,” Judge Cohen said.
For the past four years, Dease has managed Hennepin County’s juvenile, family, probate/mental health, domestic abuse and other specialty courts. From 1991 to 1996, he worked as a deputy and then a general manager at the U.S. Bankruptcy Court in Minnesota. Prior to that, he was the executive director of the Red Wing Port Authority.
In the summer of 2000, Dease earned the Hennepin County Board’s Service Improvement Award for his efforts to improve customer service in the district courts.
Dease, 42, grew up in Golden Valley, Minn. and earned his bachelor’s degree from the University of St. Thomas in St. Paul in 1980. In 1985, he earned his juris doctorate degree from William Mitchell College of Law and in 1991, he received a master’s degree in public administration from Hamline University.
Currently, Dease lives in Woodbury, Minn. with his wife, Christine, and their son.
