Alternative Dispute Resolution (ADR)

Alternative Dispute Resolution (ADR) processes are alternative methods of helping people resolve legal problems before going to court. ADR involves an independent third person, called a "neutral" who tries to help resolve or narrow the areas of conflict.

Minnesota ADR Portal (MAP)

Overview

The State Court Administrator’s Office has developed the Minnesota ADR Portal (MAP) for Qualified Neutrals on the Rule 114 ADR Roster. MAP allows Qualified Neutrals to electronically submit payments, applications, annual renewals, and continuing education information. MAP is used for Qualified Neutrals and those who wish to become a Qualified Neutral only; case parties and their attorneys do not use MAP.

MAP Features

All forms and payments are completed online using MAP.  Neutrals have the ability to make changes to all information appearing on the public facing Rule 114 ADR Roster through MAP.  A Neutral has the ability to make changes to the following information:

  • Add languages spoken
  • Add, remove, or change an experience
  • or change counties where ADR services are performed
  • Update contact information

Applying to Become a Qualified Neutral

For placement on the Rule 114 ADR Roster, log into MAP to complete a new Neutral application. To be included on the roster of Qualified Neutrals, you must meet the training requirements established in Minnesota General Rule of Practice 114.13 subd. 4, unless a waiver is granted by the ADR Ethics Board. The State Court Administrator Office shall not place on, and shall delete from, the rosters the name of any applicant or Neutral whose professional license has been suspended or revoked, unless a waiver is granted by the ADR Ethics Board.

Once approved to become a Qualified Neutral, a Neutral is required to submit an annual renewal yearly and continuing education credits every three-year reporting period.

Attention: Individuals who completed trainings years ago that have not submitted an application for inclusion of the Rule 114 ADR Roster will no longer qualify for the Rule 114 ADR Roster after January 1, 2023, and will need to complete another certified training course before applying.
